In compliance with Decree 7/2005 (28 December) of the Minister in charge of the Prime Minister’s Office on the scope of data to be disclosed by national civil security services, the Constitution Protection Office shall act as follows.

The Constitution Protection Office Data Prescribed by the Budget Act

The budget of Civil National Security Services is defined by Section 64(1)-(2) of Chapter VIII of Act CXXX of 2009 on the 2010 Budget of the Republic of Hungary.

Sec. 64 (1) Within Chapter I (Parliament), the Director General of Finances of the Parliament Office; within Chapter X (Prime Minister’s Office), the Minister in charge of the Prime Minister’s Office; within Chapter XXII (Ministry of Finances), the Minister of Finances as head of the organisation directing the Chapter have the right and obligation to perform planning, modify and use appropriations, submit reports, and to provide information, which shall not cover the appropriations of Title 5 (Public Procurement Council), the grants listed in Titles 6-17, Title 19 (Budget Council) within Chapter I (Parliament); Title 11 (National Civil Security Services) within Chapter X (Prime Minister’s Office); and Title 13 (Hungarian Financial Supervisory Authority) and Title 14 (Government Control Office) within Chapter XXII (Ministry of Finances).
(2) The rights and obligations listed in subsection (1) shall be exercised and performed by the President of the Public Procurement Council for Title 5 (Public Procurement Council), a member designated by the President of the Republic for Title 19 (Budget Council) within Chapter I (Parliament); the Minister without portfolio responsible for national civil security services for Title 11 (National Civil Security Services) within Chapter X (Prime Minister’s Office); the President of the Supervisory Council for Chapter 13 (Hungarian Financial Supervisory Authority) and the President of the Government Control Office for Title 14 (Government Control Office) within Chapter XXII (Ministry of Finances).
